E-Bike Guidance

We are seeing a rise in the use of e-bikes across Enfield, which can be a great, eco-friendly way to travel. However, it’s important to understand what is legal so everyone can stay safe.

A legal e-bike (electrically assisted pedal cycle) must:

Require pedalling to activate the motor (no throttle-only use)

Have a maximum assisted speed of 15.5 mph (25 km/h)

Have a motor with a maximum output of 250 watts

These can be ridden on roads, cycle lanes, and shared cycle paths, and do not require a licence, insurance, or registration.

Bikes that:

Can move without pedalling (twist-and-go throttles), or

Have been modified to exceed speed or power limits

…are classed as motor vehicles. This means they require insurance, a driving licence, and registration—and cannot be used on pavements or public spaces without meeting those requirements.

We encourage riders to:

Use e-bikes responsibly and follow the Highway Code

Avoid riding on pavements where it may put pedestrians at risk

Ensure any bike purchased meets UK legal standards
